Stakeholder Engagement and Outreach Strategy

The Stakeholder Engagement and Outreach Strategy provides a framework for coordinating public and stakeholder activities, distributing public information, engaging the public and interested parties in the process, and obtaining meaningful input from the community to inform the development of the Newton County Transit Master Plan. It is considered a "living" document that will likely be updated and amended over the course of the planning process.

Assessment of Existing and Future Conditions with Funding Trends Analysis

The Assessment of Existing and Future Conditions with Funding Trends report compiles current information from a variety of sources in order to understand demographic and employment trends, existing transportation options, and funding opportunities. The results from related surveys and a project-specific survey point to potential next steps for the Transit Master Plan to explore. The assessment concludes that it is important to identify new local transportation options for community members with low vehicle access.

Transit Needs and Market Analysis Report

The Transit Needs and Market Analysis report summarizes the markets and geographic areas where there is a demonstrated need for transit services in Newton County. The analysis considers demographic and socioeconomic factors that influence the demand for public transportation, general travel demand and trip patterns based on recent travel movement data, and land use and development patterns.

Countywide Transit Vision Memorandum

This memo documents the county's vision and desired long-term outcomes for transit based upon several activities carried out during the first stage of developing the Newton County Transit Master Plan. The vision connects themes from the Assessment of Existing and Future Conditions, preliminary visioning input activities conducted with the public and key stakeholders, and the Transit Needs and Market Analysis. The synthesis of this information helped construct a guiding vision, goals, and desired long-term outcomes that are based on community preferences as well as feasibility.

Service Strategies Technical Memorandum

This memo presents the proposed new transit services for Newton County and the methodology behind their development. In addition to recommended services, the memo includes potential services that were identified during the public input and analysis process but are not recommended for implementation in Newton County. Additional considerations for establishing a transit system are also provided.

Transit Investment Scenarios Technical Memorandum

This memo documents potential funding opportunities for transit service in Newton County and includes scenarios outlining the requirements for accessing the various state, federal, and local funds that may be available.

Public Survey Results

 

Transit Visioning Survey Results

The Transit Visioning Survey was open to the public for 58 days, from April 9th to June 6th, 2021. A total of 803 people completed the survey. This summary document provides a snapshot of responses to each of the 21 questions asked in the survey – including overall number of responses, as well as the number and percentage of the different answers to each question. All open ended responses are captured in the Appendix. 

Transit Preferences Survey Results

The Transit Preferences Survey was open to the public for 38 days, from August 2nd to September 8th, 2021. A total of 1,141 people completed the survey. Topics included potential transit service types and options, service frequency, fare costs, and more. This summary document breaks down the results of the 26 questions asked in the survey, including overall response rate and the number and percentage of respondents who selected each answer choice. All open ended responses are captured in the Appendix. 

Transit Service Strategies Survey Results

The Transit Service Strategies Survey was open to the public for 33 days, from October 28th through November 30th, 2021. A total of 867 people completed the survey. The survey captured feedback and possible support of proposed near-, mid-, and long-term transit services for the county. This summary document breaks down the results of the 40 questions asked in the survey, including overall response rate and the number and percentage of respondents who selected each answer choice. All open ended responses are captured in the Appendix.
